| Abstract: | الملخص تهدف هذه الدراسة إلى التعرف على مفهوم و أساليب إبرام الصفقات العمومية كونها الوسيلة الأكثر فعالیة لتحقيق التنمیة المحلیة، و التي حرص المشرع الجزائري على تنظيمها حيث قام بإقرار العديد من المراسيم التنفيذية و الرئاسية لإرساء نظام قانوني متكامل يحكم هذا المجال، كان آخرها المرسوم الرئاسي رقم 15/247 المؤرخ في 16 سبتمبر 2015 المتضمن تنظيم الصفقات العمومية و تفويض المرفق العام، والذي جاء متماشياً مع التطورات الإجتماعية و الإقتصادية والسياسية التي تشهدها البلاد. |
