| Résumé: | تهتم هذه الدراسة البحثية بتبيان طبيعة التعاون الإقليمي في مجال إدارة الاحواض المائية المشتركة، لما تتميز به المياه من تعدد في وظائفها وابعادها التنموية والاجتماعية والاقتصادية، من خلال وضع أطر مؤسسية اقليمية، للتحكم في العديد من أحواض الأنهار الدولية وإدارتها، لضمان فهم مصالح الدول التي تتشارك نفس الموارد المائية، باتباعها مسلكا رشيدا وعادلا في طرائق استخدامها وتقاسمها، وعاملا لتحقيق التعاون والسلم الدوليين. وتمثل منظمة تنمية نهر السينغال (OMVS)، النموذج الامثل لفهم طبيعة التعاون الاقليمي للمياه العابرة للحدود، ومن ثم ستحاول الدراسة ابراز ضرورة التعاون من خلال تحسين الإدارة البيئية والنظم الايكولوجية، والإدارة الفعالة والتعاونية وتنمية الموارد المائية المشتركة في زيادة انتاج الأغذية والطاقة والري وتحسين الملاحة، والحد من الفقر والهجرة، وتخفيف حدة التوتر بين الدول المتشاطئة، وتحقيق تكامل إقليمي |
| Description: | This research paper deals with the nature of regional cooperation in the management of shared water basins, due to the water's multiplicity of functions and its developmental, social and economic dimensions through the development of regional institutional frameworks in order to control and manage several international river basins. This allows also to better understand the interests of the countries that share the same water resources, by following a rational and equitable way of using and sharing them and representing a factor for achieving international cooperation and peace. In this respect, the Senegal River Development Organization (OMVS) represents the ideal model for understanding the nature of regional cooperation for transboundary waters. Then the study will attempt to highlight the need for cooperation through improving environmental management and ecosystems, effective and cooperative management and the development of shared water resources in increasing food production, energy, irrigation and improving navigation, reducing poverty and immigration, easing tension between riparian countries as well as achieving regional integration. |
