| Résumé: | يحتاج أي نظام سياسي لأجل انتخاب وتأسيس مؤسساته التمثيلية إلى إنتقاء نظام إنتخابي معين. هذا النظام قد يتم تعديله لإعتبارات سياسية، اجتماعية أو اقتصادية معينة، وهذا ما توخاه المشرع الجزائري في جملة من التعديلات الدستورية والقانونية على نظام الإنتخاب، من ضمنها ما تعلق بنمط الإقتراع المحلي، وذلك على مدار سنوات الإصلاح الإنتخابي منذ 1997. وقد ترتب عن تلك التعديلات نتائج إيجابية وتداعيات سلبية على حقل العملية السياسية والإنتخابية. انطلاقا من ذلك يبحث هذا المقال في مدى مساهمة نمط الانتخاب المحلي -القائم على التمثيل النسبي وفقا للقائمة المغلقة- في التمكين السياسي للمجالس البلدية المنتخبة في الجزائر، وكذلك في الآليات القانونية المنظمة له، والإجراءات التنظيمية المفعلة له. |
| Description: | Any political system for the election and establishment of its representative institutions needs to select a particular electoral system. This system may be modified for certain political, social or economic considerations. This is what the Algerian legislator envisaged in a number of constitutional and legal amendments to the electoral system, including those related to the pattern of local elections, over the years of electoral reform since 1997. These amendments Positive results and negative repercussions on the field of political and electoral process. This paper examines the extent to which the local electoral system - based on proportional representation according to the closed list - contributes to the political empowerment of the elected municipal councils in Algeria, as well as its legal mechanisms and organizational procedures. |
