| Résumé: | لطالما كانت قضية الإرهاب وحقوق الإنسان، شاغلاً من شواغل برنامج الأمم المتحدة بشأن حقوق الإنسان منذ أمد طويل، إلا أنها أصبحت أكثر إلحاحاً في أعقاب هجوم11سبتمبر 2001 ، أمام اتساع نطاق الظاهرة الإرهابية على المستوى الإقليمي والدولي، مما أدى إلى إدانة الأمم المتحدة لكل الأعمال الإرهابية بمختلف أشكالها ومظاهرها، وفي عام 2006 تم اتفاق جل أعضاءها على إستراتيجية عالمية لمكافحة الإرهاب، تتضمن أربع مجالات رئيسية، تتعلق بمعالجة الظروف المؤدية إلى انتشار الإرهاب وكذا بمنعه ومكافحته، وببناء قدرات الدول على منع الإرهاب ومكافحته، وتعزيز دور منظومة الأمم المتحدة في هذا الصدد، بالإضافة إلى ضمان احترام حقوق الإنسان للجميع، وسيادة القانون أثناء مكافحة الإرهاب، لتكون بذلك منطقة الشرق الأوسط، مجالا تطبيقيا لهذه الإستراتيجية، ظل ما يشهده الواقع الدولي الراهن من تحولات سياسية واقتصادية وثقافية دولية وإقليمية. |
