| Résumé: | تعالج هذه الدراسة نظام حماية المعلومات السرية في إطار اتفاقية الأسلحة الكيميائية لعام 1993 على اعتبار أن حماية السرية هي واحدة من أهم الجوانب التي تضمنتها الاتفاقية، ولها أهمية حاسمة للتحقق الفعال من الامتثال لأحكامها. تحتاج الدول الأطراف في إطار تنفيذ التزاماتها الحصول على ضمانات قوية للوقاية من إفشاء المعلومات التي تقدمها إلى المنظمة والتي يمكن أن تكون معلومات ومعطيات حساسة تتعلق بأمنها القومي أو بقطاع الأعمال والتجارة فيها، وبأن هذه المعلومات سوف تكون محمية بشكل صحيح من قبل منظمة حظر الأسلحة الكيميائية. من أجل ضمان حماية السرية، أنشأت المنظمة نظاما صارما لتنظيم التعامل مع المعلومات السرية من قبل الأمانة الفنية، فوضعت قواعد لتصنيف المعلومات التي تقدمها الدول الأطراف إلى المنظمة كما حددت القواعد والآليات لمعالجة مختلف أنواع الانتهاكات. |
| Description: | This study deals with the system of the protection of confidential information under the 1993 Chemical Weapons Convention, given the fact that the protection of confidentiality is one of the most important aspects addressed by the Convention, and is critically important for effective verification of compliance with its provisions. States Parties need to get strong safeguards to prevent the disclosure of sensitive information relating to national security, or to the business sector, and that this information will be properly protected by the Organization for Prohibition of Chemical Weapons (OPCW). In order to ensure the protection of confidential information, the Organization has established a stringent system to govern the handling of classified information by the Technical Secretariat, as well as a set of rules and mechanisms to deal with different types of violations |
