| Résumé: | تحتاج الدول التي تعاني من اثأر الصراعات إلى تعزيز سيادة القانون والتي تمثل العلاج الشافي لكثير من مشاكل تلك البلدان, فالبنية التحتية تحتاج إلى إصلاح عاجل وكذلك مؤسسات الدولة المنهارة, وعليها ان تتعامل مع تركة ضخمة من انتهاكات حقوق الإنسان, فمن خلال تعزيز سيادة القانون تشرع القوانين العادلة والمحققة لطموحات الضحايا, وتسترد الحقوق التي استلبت, ويقام العدل, وفي هذه المهمة الصعبة تحتاج الدول الخارجة من الصراعات إلى أي مساعدة تقدم إليها, سواء على المستوى الوطني ام الدولي, وهنا يبرز دور المجتمع المدني بصفته الوسيط الأمين والمتمتع بالنزاهة والشفافية اللازمة للتوسط بين المواطنين والحكومة لإيصال صوتهم بكل إخلاص, سواء بتقديم المساعدة القانونية بشكل استشارات قانونية وورش عمل لتعريفهم بحقوقهم, أم عن طريق مساعدتهم في الوصول إلى الحقيقة والكشف عن حجم الانتهاكات التي تعرضوا لها في فترة الصراع السابقة, أم من خلال مساعدتهم ودعم مطالبهم في الحصول على التعويض. |
| Description: | The countries that suffer from the effects of conflicts need to strengthen the rule of law which is represent a remedial for many problems of these countries, however, the infrastructure needs urgent reform as well as the collapsed state institutions, and they have to deal with a huge of human rights violations, However, through the promotion of the rule of law the fair laws will be legislated which realize the aspirations of the victims recover the rights, and establish the justice. In this difficult task the countries that came out from the conflicts need any assistant offer to them, whether at the national level or international level, here the role of civil society is appearing as an honest mediator characterized by integrity and transparency which is necessary to play this role between citizens and government, whether by providing the legal assistance as legal advices and workshops to educate them with their rights, or by helping them to get to the truth and revealing the extent of the violations they suffered from in the previous period of the conflict or through their help and support in their demands for compensation. |
