| Résumé: | الإصلاح الدستوري ضرورة قانونية وسياسية في جميع الأنظمة الدستورية ، ولقد تعددت الدوافع والأسباب الداعية لعملية الإصلاح بين الدوافع السياسية والاقتصادية والاجتماعية ، وبالبحث عن الدوافع الاجتماعية نجدها تختلف من مجتمع لآخر فلكل مجتمع خصوصياته التي تميزه عن بقية المجتمعات ، هذه الدوافع كثيرة لا يمكن حصرها إلا أن أهمها يتلخص في دافعين ، يتعلق الأول بانتهاكات حقوق الإنسان وحرياته الأساسية، أما الثاني فهو مرتبط برغبة أفراد مجتمع ما بالبحث عن نظام اجتماعي عادل يحفظ لهم كرامتهم ويصون حريتهم . |
