| Résumé: | الأزمة ظاهرة عرفتها البشرية منذ القدم ورافقتها عبر عصورها واستطاعت التعايش معها، فهي تتكرر باستمرار، لكن في الزمن الحاضر عرفت تسارعا في إيقاعها بالموازاة مع تسارع إيقاع الحياة. وإذا كان للأزمة من الآثار السلبية الكثير، إلا أن الأمر نسبي. فمع كل أزمة عالمية هناك متضررون وهناك مستفيدون كذلك. ذلك أن أغلب الأزمات الكبرى تستفيد منها دول تصعد لقمة هرم النظام الدولي، وتتضرر منها دول أخرى تتقهقر في سلم القوة الدولية. لذلك تجد بعض الدول الكبرى التي تملك القوة والسيطرة تصنع أزماتها، وتجعلها وسيلة من وسائل سياستها الدولية، وهو ما يسمى بالإدارة بالأزمات، مما يمكنها من التحكم في إيقاع الأحداث. ومن خلال هذا البحث حاولنا تحديد مفهوم الأزمة وتحديد طبيعتها وتنوعها والآثار التي تخلفها على المستوى الدولي. |
| Description: | The crisis is a phenomenon that humanity has known since ancient times and accompanied it through its ages and was able to coexist with it. If the crisis has many negative effects, it is only relative. With every global crisis there are those affected and there are also beneficiaries. Most of the major crises benefit from countries that rise to the top of the international system, and are affected by other countries that retreat in the international power ladder. Therefore, you find some major countries that have power and control making their crises, and making them a means of their international policy, which is called management with crisis, which enables them to control the rhythm of events. Through this research, we tried to define the concept of the crisis and to determine its nature, diversity, and its effects at the international level. |
