Résumé:	سياسيا قد يتسع أو يضيق حيز الحرية من مجلس بلدي لآخر حسب الانتماء السياسي وحسب درجة الولاء للحصول على مشاريع تنموية تضع هذا المنتخب محمودا بين مواطنيه أو مذموما، أما قانونيا فهناك جملة من الآليات المتوفرة لدى البلدية لتحقيق التنمية المحلية المستدامة، وبين هذا وذاك تتداخل المعطيات وتتنوع النتائج وتكثر المعوقات. فالتنمية المحلية لا تتحقق إلاّ بحوكمة التسيير المحلي قانونيا وماليا واداريا للارتقاء بالعمل التنموي البلدي نحو الاستدامة
Description:	Politically, the space of freedom from one assembly communal to another may widen or narrow depending on the political affiliation and the degree of loyalty in order to obtain development projects that put this elected communal in good standing among its citizens or rejected, Either legally, there are a number of mechanisms available to the municipality to achieve sustainable local development, and between this and that overlap the data and the results vary and constraints abound. Local development can only be achieved through legal, financial and administrative local governance in order to advance municipal development work towards sustainability. key words: The commune; local development; Local governance; sustainable development.
