Résumé:	لقد دفعت الانتهاكات الواسعة لحقوق الإنسان في مختلف المناطق في العالم، بصورة تدريجية إلى زيادة الاهتمام الإقليمي والدولي بمتابعة هذه الانتهاكات ومحاولة الحد منها وحمايتها في مختلف دول العالم، حيث تنامى الاهتمام بمسألة حماية حقوق الإنسان، واعتبارها إحدى أهم قضايا العلاقات الدولية. وقد دفعت عولمة حقوق الإنسان إلى بروز حركيات لترقية الديمقراطية، وظهور منظمات المجتمع المدني لحقوق الإنسان التي تهتم بالقواعد القانونية الدولية والديمقراطية على أنها هي عقيدة سياسية، وتلعب هده المنظمات في كافة دول العالم، وبخاصة في المجتمعات الديمقراطية دورا بارزا في بناء أسس الحياة الديمقراطية وتساهم في تعزيز السلوك المدني، كما يفترض في هده المنظمات أن تلعب دورا فعالا في حماية حقوق الإنسان وترسيخ الديمقراطية، كونها تستطيع أن توفر ضوابط على سلطة الحكومة، الأمر الذي يساعد على تحسين أدائها عبر تعزيز المساءلة والشفافية، لذلك ازداد الاهتمام الدولي بالمجتمع المدني ومؤسساته كأحد الآليات لتعزيز منظومة حقوق الإنسان.
Description:	The Widespread Violations Of Human Rights In Various Regions Of The World, Led To Increased Regional And International Attention To Follow Up These Violations And Try To Reduce And Protect Them In Various Countries Of The World, Where The Interest In The Protection Of Hu Important Issues Of International Relations. The Globalization Of Human Rights Has Led To The Emergence Of Movements For The Promotion Of Democracy, And The Emergence Of Civil Society Organizations For Human Rights That Are With International Legal And Democratic Rules As A Political Doctrine. These Organizations Play In All Countries Of The World, Especially In Democratic Societies, A Prominent Role In Building The Foundations Of Democratic Life And Contribute To Promoting Civic Behavior, As These Organizations Are Supposed To Play An Effective Role In The Protection Of Human Rights And The Consolidation Of Democracy, As They Can Provide Controls On The Authority Of The Government, Which Helps To Improve Their Performance By Promoting Accountability And Transparency, So Increased Attention Civil Society And Its Institutions As One Of The Mechanisms For Strengthening The Human Rights System.
