| Résumé: | قد ركزت هذه المقالة على تحليل القانون التنظيمي للجهات و تقارير المجلس الاقتصادي و الاجتماعي و البيئي، و ذلك ضمن شبكة مفاهيمية لكون هذا الموضوع إرتبط بكيفية إدارة الدول و الحكومات للسياسات العمومية الترابية، قصد تحقيق التنمية الشاملة، لذلك لايمكن بأي حال الفصل بين تحديات التنمية و فعالية الإدارة الجهوية في تدبير الشأن العام الترابي. وعن طريق هذا الأخير يمكن توفير مستويات عيش أفضل للمواطن تفي بإحتياجاته المادية و الثقافية، من خلال تأهيل صناعة القرار الترابي وفق الأدبيات التي جاءت بها السياسات العمومية. يهدف هذا الموضوع إلى تحديد دور الإدارة الجهوية في علاقتها بعملية تدبير المجال الترابي بالمغرب، و تشخيص أشكاله وحجمه، وتقييم انعكاسها في تحقيق التنمية الترابية، الأمر الذي دفعنا لطرح الاشكالية التالية : إلى أي حد يمكن القول أن المغرب في ظل مسار هذا التطور أصبح أمام جهات قادرة على صنع سياسات عمومية ترابية بمفهومها العلمي، بغية الوصول إلى تدبير ناجع للمجال الترابي؟ |
| Description: | This article focuses on the analysis of the organizational law of the economic, social and environmental councils and bodies within a conceptual network because this topic is related to how governments and governments manage public land policies in order to achieve comprehensive development. The effectiveness of the regional administration in managing the public affairs. Through the latter, better living standards can be provided to citizens who meet their material and cultural needs through the rehabilitation of the decision-making industry in accordance with the literature of public policies. The aim of this topic is to determine the role of the regional administration in relation to the process of managing the land area in Morocco, to diagnose its forms and size, and to evaluate its reflection in achieving the development of the land, which led us to raise the following problem: To what extent can we say that Morocco under the path of this development has become Able to make public policies of dirt in the scientific sense, in order to reach effective measure of the field of dirt? |
