Résumé:	خول القانون للبلدية سلطات واسعة في مجال الضبط العمراني، فالبلدية باعتبارها هيئة رقابية إدارية للحفاظ على النظام العام، منحها القانون بموجب التعديلات المتعلقة بالتهيئة والتعمير، سلطة رقابية، وذلك إما بدورها بمنح الشهادات أو الرخص، وذلك بأن خولها سلطة منح شهادة التعمير، أو شهادة المطابقة، أو التقسيم. كما منح لها باعتبارها سلطة رقابية صلاحية إقرار بعض الرخص والمتمثلة أساسا في رخصة البناء، أو رخصة التجزئة، أو الهدم.
Description:	The law gave the mayor broad powers in the field of urban setting, the municipality as an administrative oversight body to maintain public order, given the law under the amendments relating to configuration and reconstruction, supervisory authority, either turn the granting of certificates or licenses, so that the vested authority to grant reconstruction certificate, or a certificate of conformity or partition. Also it gave her as a regulatory authority the power to approve certain licenses mainly represented in the building permit, license or retail, or demolition.
