Résumé:	یتمیز مجال التهیئة والتعمیر بخصوصیة في مجال حفظ النظام العام وحمایة البیئة، مما تستدعي الضرورة الوجود الدائم والمكثف للإدارة وهذا من خلال الرقابة السابقة والآنیة واللاحقة لأشغال البناء، حیث تتمثل الرقابة اللاحقة في شهادة المطابقة بغیة التأكد من مدى احترام تصامیم الهندسة المعماریة والمدنیة المصادق علیها وأحكام رخصة البناء من طرف صاحب المشروع.
