dc.description	If the decentralized administrative system aims to achieve the independence of local communities, we note that the Algerian legislator seemed reluctant to actually adopt this system, and this is evident through the contradiction of legal texts that deal with decentralization, where we find various pretexts and arguments, whether under the name of the unity of the state, or The public interest, and these texts contain many restrictions that outweigh the lack of administrative focus on administrative decentralization, and thus wasting any sense of independence.	en_US
dc.description.abstract	اذا كان النظام اللامركزي الإداري يهدف الى تحقيق استقلالية الجماعات المحلية, نلاحظ أن المشرع الجزائري بدا مترددا في الأخذ الفعلي بهذا النظام, ويظهر ذلك جليا من خلال تناقض النصوص القانونية التي تعالج اللا مركزية, حيث نجد ذرائع و حجج مختلفة, سواء كانت تحت اسم وحدة الدولة او المصلحة العامة, وقد احتوت هذه النصوص على الكثير من القيود التي ترجح كفة عدم التركيز الإداري على اللا مركزية الإدارية, وبالتالي تهدر أي معنى للإستقلالية.	en_US
