dc.description	E-learning has become integrated in educational institutions, especially institutions of higher education need to catch up with the development of knowledge in all educational fields, as well as the ability to make a shift in quality and quality in the goals, and helps to provide learners the necessary skills required by the life of the "information" and overcome the shortcomings of educational institutions. This study aimed to provide a general framework for the concept of e-learning and then examine its structure and motives and its impact on institutions of higher education. This study revealed the main difficulties that limit the effectiveness of the system and ways of spreading awareness of e-learning. This study concluded that e-learning technology in Arab universities is an imperative imposed by information and technological changes as it must develop its institutions in order to achieve the aspirations of the beneficiaries	en_US
dc.description.abstract	أصبح التعليم الإلكتروني مدمج في المؤسسات التعليمية خاصة مؤسسات التعليم العالي ضرورة للحاق بالتطور المعرفي في جميع المجالات التعليمية، فضلا عن قدرته على إحداث نقلة ذات جودة ونوعية في الأهداف، كما تساعد على إكساب المتعلمين المهارات اللازمة التي تتطلبها حياة "عصر المعلومات"، والتغلب على أوجه القصور التي تعاني منها المؤسسات التعليمية. هدفت الدراسة إلى تقديم إطار عام لمفهوم التعليم الإلكتروني ومن ثم فحص بنيته ودوافعه وتأثيره على مؤسسات التعليم العالي، كما كشفت الدراسة الصعوبات الرئيسية التي تحد من فاعلية النظام، وسبل نشر وعي الاهتمام بالتعليم الإلكتروني. توصلت الدراسة إلى أن تكنولوجيا التعليم الإلكتروني في الجامعات العربية تمثل حتمية فرضتها التغيرات المعلوماتية والتكنولوجية إذ يجب عليها أن تطور مؤسساتها لكي تحقق طموحات المستفيدين	en_US
