| Résumé: | تهدف الدراسة إلى إبراز دور الاستثمار العام في تحسين مناخ الأعمال، ودور الاستثمار الخاص في خلق أكثر من نشاط اقتصادي مدر للدخل في مجالات الصناعة والزراعة وجعلهما يساهمان في تحقيق الأمن الغذائي والتخفيف من التبعية للخارج وتقليل الاعتماد على سلعة وحيدة تخضع لتقلبات السوق، حيث يؤدي انتعاش الاستثمار الخاص إلى استقبال منتجات جديدة ومراحل إنتاجية جديدة تقودنا إلى التنويع الاقتصادي. نظرا لطبيعة الموضوع اعتمدنا على المنهج التاريخي عند عرض وتحليل مختلف البيانات للفترة (2000-2019)، كما اعتمدنا على المنهج الوصفي عند دراسة واقع الاقتصاد الجزائري لنفس الفترة. توصلت الدراسة إلى أن الاستثمار العام قد شمل قطاعي البناء والخدمات وهي قطاعات ذات إنتاجية محدودة ونتائج تخص الاستثمار الخاص الذي يخضع لأثر المزاحمة المالية ويعاني تراجع قطاعاته الإنتاجية مما جعلها عقيمة وجعل عملية التنويع الاقتصادي مستعصية. توصي الدراسة بتفعيل وتدعيم دور الاستثمار الخاص بتسهيل وتشجيع هذا الاستثمار وفق إستراتيجية استثمارية متكاملة تربط بين وفرة المادة الأولية وتأهيل وتكوين رأس المال البشري لقيادة عملية التنويع الاقتصادي. |
| Description: | the study aims to highlight the role of public investment in improving the business climate, and the role of private investment in creating more income-generating economic activity in the fields of industry and agriculture and making them contribute to achieving food security and reducing dependency on the outside and reducing dependence on a single commodity subject to market fluctuations, as the investment recovery leads The private sector aims to receive new products and new production stages that lead us to economic diversification. Due to the nature of the topic, we relied on the historical method when presenting and analyzing various data for the period (2000-2019), and we also relied on the descriptive approach when studying the reality of the Algerian economy for the same period. The study concluded that public investment included the construction and services sectors, which are sectors with limited productivity and results related to private investment, which is subject to the impact of financial crowding out and suffers the decline of its productive sectors, making them sterile and making the process of economic diversification difficult. The study recommends activating and strengthening the role of private investment in facilitating and encouraging this investment according to an integrated investment strategy that links the abundance of raw materials and the rehabilitation and formation of human capital to lead the process of economic diversification. |
