Résumé:	تعاني أغلبية بلدان المعمورة من انتشار مشكلة البطالة وتسعى كل دولة لوضع برامج ومخططات تنموية بغية احتواء هذه المشكلة، الجزائر كغيرها من بلدان العالم تسعى إلى التقليل من معدلات البطالة من خلال تسطيرها للعديد من البرامج والسياسات التشغيلية والتي تسهر على تنفيذها العديد من الهيئات والدوائر الوزارية على غرار وزارة العمل والتشغيل والضمان الاجتماعي المكلفة بتسيير وتنظيم سوق العمل ووضع الإطار القانوني لتنظيمه، وتحديد السياسة الوطنية للتشغيل. تهدف هذه الدراسة إلى تحليل مختلف السياسات التشغيلية المنتهجة في الجزائر وتحديد مساهمتها في خلق مناصب العمل والقضاء على مشكلة البطالة، وباستخدام المسح والتحليل الإحصائي للبيانات المتوفرة في هذا المجال، خلصت الدراسة إلى هشاشة السياسة الوطنية للتشغيل وعدم فعاليتها في استقطاب العدد الكبير من البطالين، بالإضافة إلى غياب النظرة الاقتصادية لمعالجتها وارتكازها على القطاع الإداري العمومي خاصة لدى فئة الخريجين الجامعيين.
Description:	abstract: The majority of countries in the world suffer from the unemployment problem, and each country seeks to create development programs and plans in order to contain this problem. Algeria, like other countries in the world, seeks to reduce unemployment rates by creating many programs and employment policies that are implemented by many ministerial bodies and departments such as The Ministry of Labor, Employment and Social Security which is charged to managing and regulating the labor market, and setting the legal framework for its regulation, and defining the national employment policy. This study aims to analyze the various employment policies adopted in Algeria and determine their contribution to creating jobs and eliminating the problem of unemployment. By using survey and statistical analysis of the available data in this field, the study concluded the fragility of the national employment policy and its ineffectiveness in attracting the large number of unemployed.
