| Résumé: | اتعالج هذه الدراسة دور السياسة المالية في تفعيل الحكم الراشد في الجزائر، باعتبار أن للسياسة المالية دور جوهري في تحقيق التوازن المالي ، والتوازن الاقتصادي ودفع عجلة التنمية الى الأمام ، وذلك من خلال تدخل الدولة في النشاط الاقتصادي عن طريق ادوات السياسة المالية، الأمر الذي يتطلب الالتزام بمبادئ الحكم الراشد لمحاربة الفساد في إدارة موارد الدولة المختلفة ، وذلك بتعزيز الشفافية ، وتفعيل مشاركة المجتمع المدني والمجالس المحلية المنتخبة ، لما لها دور فعال في المساءلة و الرقابة على الموازنة العامة للدولة ، بما يضمن ترشيد الإنفاق العام وتوجيهه لتحقيق مصلحة المواطن كما تقف هذه الدراسة على واقع الحكم الراشد في الجزائر ، وجهود الدولة في ترسيخ آليات الحكم الراشد و أهم المعيقات التي تواجه هذه الأخيرة ، وأهم المتطلبات لتجاوزها و الحد منها . |
| Description: | This study examines the role of financial policy to activate good governance in Algeria, Thus financial policy play a main role in achieving financial balance and the economic balance and push the wheel of development forward, and that through the intervention of the state in the economic activities and through the financial policy tools. All this requires the Adherence and the application of whole the principles of good governance to fight corruption I through the management of the various state resources management and promoting transparency, and involving the participation of civil society and elected local councils because of their great role in accountability and Control over the state budget. All this for the sake to ensure the rationalization and fair public spending to achieve the citizen’s interests. This study also stands up on the reality of good governance in Algeria, and the efforts of the state in establishing the good governance mechanisms and to decrease the most important obstacles facing the latter and illustrate the best method to overcome them and reduce them |
