dc.description	Small and medium enterprises have become very important because thay are an extension of economic and social development, as the countries of the world rely on theur for better growth of the national economy and a solution to many problems especialy finaacing The study also at clarifyying the measures taken for the development of smalland medium entrprises in algeria ,wether private or public setor ,by giving it the organizational and legislative importance on the one hand , and the applied executive on the other ,and it should resort to improving its competitiveness based on programa designed to support the small and medium –sized businesses ,to accompany themfinancially ,to provide advice ,to monitor the progress of the activity and to improve competitivenss in order to maintain thein suvival in the national markets and even possibility of invading the markets ,and technological developments	en_US
dc.description.abstract	أصبحت المؤسسات الصغيرة والمتوسطة ذات أهمية بالغة في التنمية الإقتصادية والإجتماعية، حيث أن معظم دول العالم تعتمد عليها من أجل نمو أفضل للاقتصاد الوطني وحلا لكثير من المشاكل مثل: البطالة، زيادة الناتج الداخلي الخام...إلخ. كما تهدف هذه الدراسة إلى توضيح الإجراءات المتخذة من أجل تطوير وتنمية المؤسسات الصغيرة والمتوسطة في الجزائر سواء تعلق الأمر بالقطاع الخاص أو القطاع العام، وذلك بإعطائه الأهمية التنظيمية والتشريعية من جهة والتنفيذية التطبيقية من جهة أخرى،لذا كان لابد عليها أن تلجأ إلى تحسين تنافسيتها اعتمادا على برامج سطرتها الحكومة الجزائرية، بحيث عملت على إنشاء برامج وهياكل لدعم المؤسسات الصغيرة والمتوسطة ومرافقته من الجانب التمويلي وتقديم الاستشارات ومتابعة سير النشاط وتحسين قدرتها التنافسية من أجل المحافظة على بقاءها في الأسواق الوطنية بل حتى إمكانية غزو الأسواق الأجنبية ومواكبة التطور التكنولوجي	en_US
