| Résumé: | إن تمويل الإيرادات العامة للدول يعتمد بشكل مطلق على الجباية البترولية والتي ترتبط بشكل مباشر بأسعار النفط فالتغيرات في أسعار البترول تؤثر حتما على حصيلة الجباية البترولية. تعتمد الدولة على مصادر متعددة للإيرادات العامة وتختلف حسب النظام الاقتصادي السائد ومدى تقدم الدولة والنظام السياسي المتبع وتمثل الضرائب أهم مصادر التمويل التي شخصها الحكومة للتنمية،إذ توصلت الدراسة أنه على الدولة الجزائرية خلق مصادر تمويل أخرى كالاستثمار في قطاع الزراعة والصناعة والسياحة........إلخ مع ترشيد النفقات لبناء اقتصاد متين. أنشأت الجزائر صندوق ضبط الإيرادات الذي هدف إلى امتصاص الفائض الحاصل من الجباية البترولية وتمويل عجز الميزانية وتسديد الدين العام، كما ثم توجيه مداخيل الصندوق إلى المشاريع التنموي للدولة. الجباية البترولية كانت ومازالت تمثل العامل الأساسي الذي ساهم ويساهم في تمويل الإيرادات العامة للدولة وتطير الاقتصاد الجزائري |
| Description: | The financing of public revenues of countries depends entirely on the oil revenue, which is directly related to oil prices. The changes in oil prices inevitably affect the proceeds of the oil revenue. The state depends on multiple sources of public revenues and varies according to the prevailing economic system and the progress of the state and the political system followed. Taxes represent the most important sources of funding allocated by the government for development. The study found that the Algerian state has to create other sources of funding, such as investment in agriculture, industry, tourism, etc., while rationalizing expenditures to build a solid economy. Algeria has established the Income Control Fund, which aims to absorb the surplus from the petroleum collection, finance the budget deficit and pay the public debt, and then direct the Fund's income to the development projects of the state. Petroleum collection was and still is the main factor that contributed to the financing of the public revenues of the state and the Algerian economy. |
