dc.description	Poverty is one of most prominent phenomenon issues and challenges that take the head of problems at the global world level, which made the international community making it among the priorities and call for combating it due to its frightening increase .Recently, poverty phenomenon has become became an obsession for policy makers since the analysis of this phenomenon went beyond the classical dimension of analyzing poverty through the perspective of income poverty, but rather to other broader and broader dimensions. Economic development programs are among the methods that Algeria has relied on to push the wheel of growth forward, by investing the financial resources resulting from the high oil prices recorded recently. Three Five years programs emerged with a very good results in the field of economic and human development in Algeria. This encouraged Algerian Government to continue on this new reforms.	en_US
dc.description.abstract	تعتبر ظاهرة الفقر واحدة من أبرز القضايا و التحديات التي تصدرت قائمة المشكلات على مستوى العالم والتي جعلت المجتمع الدولي يدعوا الى جعلها من الأولويات, ويدعوا الى مكافحتها نظرا لتزايدها بطريقة مخيفة، وقد أصبحت ظاهرة الفقر هاجسا يِؤرق القائمين على وضع السياسات، إذ تعدى تحليل الظاهرة من البعد الكلاسيكي المتمثل في تحليل الفقر من خلال منظور فقر الدخل، بل إلى أبعاد أخرى أشمل وأوسع. تعتبر برامج التنمية الإقتصادية من بين الأساليب التي اعتمدت عليها الجزائر لدفع عجلة النمو إلى الأمام، و ذلك من خلال استثمار الموارد المالية المتأتية من ارتفاع أسعار النفط المسجلة مؤخرا، فظهرت ثلاث برامج خماسية قدمت نتائج جيدة جدا في مجال التنمية الإقتصادية والبشرية في الجزائر، مما شجعها على الاستمرار في الاصلاحات الجديدة.	en_US
