| Résumé: | لم تبق الحماية الإجتماعية كما كانت سابقا نظام تعاوني الهدف منه ضمان المخاطر وتشتيتها، سواء كانت تخص الإنسان في حياته أو ممتلكاته، ولكنها أصبحت قطاع اقتصادي مستقل بذاته، لأن لها موارد خاصة بها، كما تعتبر وسيلة من وسائل الادخار يمكن حقنها في تمويل الاقتصاد الوطني، إذا عملنا على هيكلتها وتنظيمها وتشجيع المؤسسات الناشطة في هذا المجال، بل يكفي أن مؤسسات التأمين تصنف ضمن مؤسسات مالية أخرى التي تشمل (البنوك التجارية، مؤسسات التمويل، مؤسسات الاستثمار.) ولقد قطعت الدول المتقدمة شوطا كبيرا في مجال الحماية الإجتماعية، ووفرت المناخ الملائم من خلال إرساء شبكة معلومات في الداخل والخارج، وذلك حتى تكون قادرة على إنشاء سوق تأميني راق ويصبح العصب في تمويل الاقتصاد، والجزائر كمثيلاتها من الدول تسعى إلى تطوير نظام الحماية الإجتماعية من خلال إرساء قوانين ومراسيم تهتم بذلك, وذلك من أجل تنمية اقتصادية شاملة. عمدت الدراسة إلى ايجاد العلاقة بين التنمية الاقتصادية والحماية الإجتماعية ومن أجل ذلك قمنا بدراسة أحد أنظمة الحماية الإجتماعية وكان هذا الصندوق الوطني للتقاعد الذي يعد أحد أهم أنظمة الحماية الإجتماعية في الجزائر. |
| Description: | Social security is not only a system of solidarity whose purpose is the protection of human beings and their property against risks, but has become an autonomous economic sector characterized by its own resources and considered as a tool for the drainage of saving thus allowing additional financing of the national economy. But to take advantage of this sector, it is necessary to restructure it and encourage social security systems. In this respect, the advanced countries have gone through a great deal in the field of Social security, ensuring the creation of a healthy climate that allows the Social security sectors to develop and become an undeniable source of financing for the economy. In this context, Algeria, like other countries, is working to develop the insurance sector through the implementation of a legal framework specific to this sector for inclusive economic development. In this context, our study focused on the study of the link between economic development and the Social security,for this reason we have studied a social protection system. This system was the National Pension Fund ,which is one of the most Important social protection systems in Algeria. |
