| Résumé: | أحدث النفط ثورة في اقتصاديات الدول المنتجة له، لكن الثراء الذي نتج عنه قلل من أهمية التنويع الاقتصادي في نظر تلك الدول. و بالرغم من اعترافها بخطورة هذه المشكلة و أنها وقعت في فخ نقمة وفرة الموارد، إلا أنها مازالت تعتمد اعتمادا كبيرا على الإيرادات النفطية في بناء موازناتها العامة بجزء كبير منها، فهناك العديد من العوائق التي تسببت في تحجيم خطط التنويع الاقتصادي إلى ما يشبه الحلقة المفرغة، و هذا لمبالغتها في الاعتماد على مادة النفط من أجل الحد من الآثار السلبية لإيراداتها على مختلف مؤسساتها. و تعتبر الجزائر اليوم أمام معضلة حقيقية فأمام التقلبات الشديدة في أسعار النفط أصبح إيرادها لا يغطي موازنتها الاقتصادية الكلية ومن المهم الآن أن تسرع في تطوير خطة بديلة لاقتصادها و التفكير جديا بتنويعه و الابتعاد عن النفط كركيزة أساسية لبناء اقتصاد غير معتمد أساسا على النفط و الغاز |
| Description: | Oil made a revolution in the economies of the countries producing it, yet the wealth that resulted inbit reduced the importance of economic diversification in the eyes of those countries, despite its recognition of the seriousness of this problem and the fact that it has fallen into the trap of resource abundance, it still relies heavily on oil revenues to build its public budgets in a large part. There are many obstacles that have constrained economic diversification plans to the point of vicious circle, and this is to exaggerate the dependence on oil to reduce the negative effects of its revenues on various institutions, Algeria today is in the face of a real dilemma in the face of exestreme fluctuations in oil prices, has resulted in the revenue failingn to cover its macroeconomic budget and it is important now to accelerate it’s developing an allternitive plan for it's economy and think seriously of making it a diverse one and move away from oil as a substrate essential to build an unsupported economy mainly on oil and gas |
