dc.description	Local communities are the administrative decentralized image. They aim to meet the specific needs of the local population and promote local development. The Algerian state has organized these groups and transferred part of its powers to the local regional authorities, which in turn involve citizens in managing local affairs through elected local councils. And expanded the powers of the local communities to include the economic side, especially in the last 20 years through the development of domestic investment by encouraging local investors and accompanying them and provide financial and moral support for them to establish their economic projects and reflect their ideas on the ground, enabling the state to achieve its political objectives economic, political and social.	en_US
dc.description.abstract	تعتبر الجماعات المحلية الصورة اللامركزية الإدارية، فهي تهدف إلى تلبية الاحتياجات النوعية للسكان المحليين والنهوض بالتنمية المحلية، حيث عملت الدولة الجزائرية على تنظيم هذه الجماعات وتحويل جزء من صلاحياتها للسلطات الإقليمية المحلية والتي تقوم بدورها بإشراك المواطنين في إدارة الشأن المحلي عبر المجالس المحلية المنتخبة. وتوسعت صلاحيات الجماعات المحلية لتشمل الجانب الاقتصادي خاصة في 20 سنة الأخيرة من خلال تطوير الاستثمار المحلي بتشجيع المستثمرين المحليين ومرافقتهم وتقديم الدعم المالي والمعنوي لهم لإنشاء مشاريعهم الاقتصادية وتجسيد أفكارهم على أرض الواقع، مما يمكن الدولة من تحقيق أهدافها السياسية الاقتصادية والسياسية والاجتماعية	en_US
