| Résumé: | نتج عن التقدم العلمي والتقني وانتشار شبكة الإنترنت بروز تأثيرات عديدة على طبيعة وشكل عمل النظم الإدارية، والتي تراجعت معها أشكال المعاملات التقليدية إلى نمط جديد يرتكز على البعد التكنولوجي والمعلوماتي لإعادة صياغة المعاملات الإدارية وجعلها قائمة على الإمكانات المتميزة للإنترنت وشبكات الإتصال، وبالتالي التحول نحو الإدارة الإلكترونية كمفهوم يعبر عن السرعة والتفاعل الآلي، واختراق الحدود. وتهدف هذه الدراسة إلى معرفة أهم السمات العامة للإدارة الإلكترونية ومدى تأثيرها على الأجهزة الإدارية في مختلف المجالات (الحكومة، التجارة والبنوك) بالإستفادة من تجارب بعض الدول، من خلال إستخدامنا لمجموعة من الإحصائيات لمعالجة ما هو متاح من البيانات. ومن أهم النتائج التي توصلت إليها هذه الدراسة أن دول العالم تسعى دائما لإمتلاك أحدث الإبتكارات في مجال التقنية لمواكبة التطورات الحاصلة وتفعيل أجهزتها الإدارية ، فالدول الناجحة تعمل على تطوير وابتكار حلول جديدة والدول النامية تحاول الإستفادة من تجارب الدول المتقدمة وتحديث واقعها الإداري |
| Description: | The scientific and technological progress and the spread of the internet have led to many effects on the form of the administrative systems, in which traditional forms of transactions have been reduced to a new style based on the technological and informational dimension to reframing the administrative transactions and making them lean on the internet and the communication networks and thus the shift towards electronic management as a concept that expresses automated interaction and border penetration. This study aims to identifiying the most important features of e-management and its impact on the administratives structure in various fields (government, trade and banking), by drawing on the experiences of some countries, during a set of statistics treating the existing data. One of the most important findings of this study is that the countries are always seeking to have the latest technologies innovation to keep abreast of developments and activate their administrative systems. Successful countries are working to develop and innovate a new solutions and developing countries are trying to benefit from the experiences and modernize their administrative reality. |
