| Résumé: | نحاول من خلال هذه الدراسة التطرق الى موضوع الحوكمة العمومية ودورها في توجيه ممارسات الميزانية، ومدى اهميتها بالنسبة الى التنمية المحلية في الجزائر، وكيف ان عدم وضوح الصورة لدى صانعي السياسات الاقتصادية والمسيرين خاصة في مجال توزيع الموارد واستغلالها ومع تنامي حجم الفساد وعدم تكريس الديمقراطية التشاركية، هي اهم الأسباب التي اثرت على وتيرة وسرعة الإصلاحات التي أطلقتها الدولة بهدف تحسين مؤشرات الحوكمة وبيئة الأعمال والقدرة التنافسية للاقتصاد الحالي بعد تصنيفها في المراتب الأخيرة. ومن خلال تحليل ممارسات الميزانية للدولة وسبل تفعيل الحوكمة العمومية خلال الفترة الزمنية 2021 -1990 بغية تحسين نوعية الحكم باعتباره وسيلة للخروج من معضلة عدم الرشادة والعقلانية في استغلال المال العام، تم قياس اثر مؤشرات الحوكمة (كوفمان)على ممارسات الميزانية في الجزائر على المدى القصير والطويل، باستخدام نموذج الانحدار الذاتي للفجوات الزمنية المتباطئة ARDL ، وتشير النتائج إلى أن مكافحة الفساد، ومؤشر المسائلة، ومؤشر فاعلية الحوكمة لها اثر إيجابي على الانفاق الحكومي في المدى القصير والطويل، في حين أن مؤشر سيادة القانون، مؤشر نوعية التنظيم، مؤشر الاستقرار السياسي لها تأثير سلبي. |
| Description: | Through this study, we try to address the issue of public governance and its role in directing budgetary practices, and the extent of its importance in relation to local development in Algeria, and how the lack of clarity in the image of economic policy makers and managers, especially in the field of resource distribution and exploitation, and with the growing size of corruption and the lack of participatory democracy, is The most important reasons that affected the pace and speed of the reforms launched by the state with the aim of improving the indicators of governance, the business environment and the competitiveness of the current economy after ranking them in the last ranks. And by analyzing the state’s budgetary practices and ways to activate public governance during the time period (2021-1990) in order to improve the quality of governance as a way out of the dilemma of lack of rationality and rationality in the exploitation of public money, the impact of governance indicators (Kaufman) on budget practices in Algeria was measured over the long term. The results indicate that anti-corruption, accountability index, and governance effectiveness index have a positive impact on government spending in the short and long term, while the rule of law index, organization quality index, and political stability index have a positive impact on government spending in the short and long term. negative |
