| Résumé: | ان تطور الوصول الحر للمعلومات العلمية و التقنية في عالم الاتصال العلمي يعود على تيسير تدفق المعلومات بطريقة مجانية دون قيود او شروط قانونية و تقنية كما يعود على الباحث من اعادة امتلاك ابحاثه العلمية دون وساطة الناشرين التجاريين و دون مقابل مادي و على ضوء هذه الدراسة تمكنا من ابراز خصائص و اهداف الوصول الحر في تحقيق التواصل بين الباحثين و المؤسسات و اهم مباداراته في تهيئة الظروف الملائمة التي من شانها ان تساهم في دفع عجلة التقدم العلمي كما تمكننا ايضا من تعريف المعرفة بانواعها العلمية و التقنية ، النشر العلمي و التقنيات و تقنيات الوصول الحر التي بدورها قامت بتحسين سبل التواصل العلمي في ظل التواصل العلمي في ظل متغيرات البيئة الرقمية كما تطرقنا الى نماذج عالمية و عربية للبوابات الالكترونية وكذا نماذج جزائرية متمثلة في بوابة وزارة التعليم العالي و البحث (PNST, ASJP, SNDL). |
| Description: | The study sheds the light on the development of open access to scientific and technical information in the world of scientific communication in order to facilitate the flow of information freely without legal and technical restrictions, as well as to the researcher from re-possession of his scientific research without the mediation of commercial publishers in free manner, Moreover our study highlights the characteristics and objectives of access The freedom to achieve communication between researchers and institutions. Additionally, the most important initiatives by creating the appropriate conditions that would be contribute to promote the process of scientific progress. The digital environment, We have discussed international and Arab models for electronic portals, as well as Algerian models represented in the portals of the Ministry of Higher Education and Scientific Research (SNDL, ASJP, PNST). |
