| Résumé: | تُولي المنظومة القانونية الجزائرية أهمية بالغة لحماية البيئة الهوائية، باعتبارها عنصرا أساسيًا في تحقيق التنمية المستدامة وصون الصحة العامة، وقد كُرّس هذا الاهتمام من خلال إدراج الحق في . بيئة سليمة ضمن مختلف الدساتير الجزائرية، لاسيما في المادة 68 من دستور 2020 كما ينظم القانون رقم 03-10 المؤرخ في 19يوليو 2003والمتعلق بحماية البيئة في إطار - التنمية المستدامة، الأحكام العامة والخاصة بحماية الهواء من التلوث، محددًا مس ؤوليات الأفراد والهيئات في هذا المجال، يُلزم هذا القانون كل شخص طبيعي أو معنوي باتخاذ التدابير اللازمة للحد من انبعاثات الغازات والملوثات الهوائية، ويُخضع المنشآت الصناعية لنظام التصاريح البيئية. وعلى الصعيد المؤسساتي تم إنشاء العديد من الهيئات التي تهتم بحماية البيئة الهوائية من مختلف التجاوزات والأخطار التي تواجهها، وتمثلت هذه الهيئات في الهيئات المركزية كنظام لحماية البيئة الهوائية، إضافة إلى الإدارة المحلية كنظام لحماية البيئة الهوائية |
| Description: | The Algerian legal system attaches great importance to protecting the air environment, considering it a fundamental element in achieving sustainable development and preserving public health. This attention has been enshrined in the right to a healthy environment in various Algerian constitutions, particularly Article 68 of the 2020 Constitution. Law No. 03-10 of July 19, 2003, on environmental protection within the framework of sustainable development, also regulates general and specific provisions for protecting air from pollution, defining the responsibilities of individuals and entities in this area. This law obliges every natural or legal person to take the necessary measures to reduce emissions of gases and air pollutants, and subjects industrial facilities to an environmental permitting system. At the institutional level, several bodies have been established to protect the air environment from various violations and dangers. These bodies include the central bodies as a system for protecting the air environment, in addition to the local administration as a system for protecting the air environment |
