| Résumé: | أقر المشرع الجزائري اجراءات في ظل السياسة الجنائية المعاصرة وسائل جديدة تحمل في طياتها الابتعاد عن العقوبات السالبة للحرية الا للضرورة القصوى وذلك تحت تسمية الحد من السجون الذي يهدف للقضاء على ازمة العقوبات الحبسية قصيرة المدة التي ابانت عن قصورها في تحقيق ردع المجرمين من جهة وفشلها في دورها اصلاحي للمحكوم عليهم من جهة اخرى. |
| Description: | The Algerian legislator has approved new measures within the framework of contemporary criminal policy, introducing new means that entail moving away from custodial sentences, except as a last resort. This is under the designation of "reducing prisons," which aims to eliminate the crisis of short-term imprisonment. The latter has proven its inadequacy in deterring criminals on the one hand and its failure in the rehabilitative role for convicts on the other. Furthermore, it aims to confront the phenomenon of prison overcrowding caused by short-term imprisonment. Recidivism was also one of its worst outcomes and the greatest evidence of its failure, which the legislator is trying to eliminate by introducing new systems, including community service and electronic monitoring. |
