| Résumé: | يهدف بحثنا هذا الى دراسة التنظيم القانوني والإداري لوزارة التعليم العالي باعتبارها الهيئة المسؤولة عن تسيير وتطويرالتعليم العلي والبحث العلمي كنا قد تم التطرق الى البنية القانونية التي تستند اليها الوزارة من خلال تحليل القوانين والمراسيم التي أنشأتها ونظمت مهامها وصلاحياتها ومع ابراز دورها كمؤسسة سيادية تشرف على اهم القطاعات الاستراتيجية في الدولة. |
| Description: | This research aims to examine the legal and administrative organization of the Ministry of Higher Education, as the body responsible for managing and developing higher education and scientific research. The legal structure underlying the Ministry is also addressed by analyzing the laws and decrees that established it and regulated its duties and powers, highlighting its role as a sovereign institution overseeing the country's most important strategic sectors. This research also examines the Ministry's internal organizational structure, both centralized and decentralized, analyzing the distribution of powers and functions among directorates, the General Inspectorate, the General Secretariat, and decentralized bodies such as universities, university centers, and local directorates. Part of the study is also devoted to human resources organization, addressing the classification of human resources, including administrative and academic cadres, and analyzing the mechanisms for managing them through laws on employment, promotion, continuing education, and job evaluation |
