dc.description	This study aims to analyze how the print press addresses local community issues, using the water outage crisis in the Wilaya of Tiaret as a model. The research adopts an analytical approach to deconstruct the multifaceted dimensions of the crisis and examine the nature of the accompanying media discourse. The main causes of the crisis are categorized into several axes, including natural, technical, organizational, administrative, demographic, and infrastructural factors, reflecting the complexity and interconnectedness of the phenomenon. The study also seeks to evaluate the performance of the print press in covering this issue by assessing the forms of journalistic treatment, the extent of adherence to professional standards, and the media's role in reflecting public concerns and holding local actors accountable. The significance of this research lies in its focus on the interactive relationship between local media and socio-service transformations, offering a critical perspective on the role of journalism in promoting local development and enhancing a culture of civic engagement.	en_US
dc.description.abstract	تهدف هذه الدراسة إلى تحليل كيفية معالجة الصحافة المطبوعة لقضايا المجتمع المحلي، مستخدمةً أزمة انقطاع المياه في ولاية تيارت كنموذج، يعتمد البحث على المنهج التحليلي لتفكيك أبعاد الأزمة المتعددة ودراسة طبيعة الخطاب الإعلامي المصاحب لها. تُصنف الأسباب الرئيسية للأزمة إلى عدة محاور، منها العوامل الطبيعية والتقنية والتنظيمية والإدارية والديموغرافية والبنية التحتية، مما يعكس تعقيد الظاهرة وترابطها. كما تسعى الدراسة إلى تقييم أداء الصحافة المطبوعة في تغطية هذه القضية من خلال تقييم أشكال المعالجة الصحفية، ومدى الالتزام بالمعايير المهنية، ودور الإعلام في عكس اهتمامات الجمهور ومحاسبة الفاعلين المحليين. تكمن أهمية هذا البحث في تركيزه على العلاقة التفاعلية بين وسائل الإعلام المحلية والتحولات الاجتماعية الخدمية، مقدمًا منظورًا نقديًا لدور الصحافة في تعزيز التنمية المحلية وتعزيز ثقافة المشاركة المدنية	en_US
