dc.description	Law 15_21, addressing the issue of illicit speculation, has been enacted to counter the practices imposed by speculators on consumers and society at large. The primary goal of these speculators is to disrupt the stability of prices and undermine the purchasing power of citizens in general, and particularly the average consumer. The law aims to combat these phenomena; its objective is to ensure economic stability and justice. Additionally, it includes severe penalties and sanctions for those committing financial crimes and also incorporates preventive and remedial policies through the combined efforts of central and local authorities, as well as relevant agencies	en_US
dc.description.abstract	تم وضع القانون 15 _ 21 محل الدراسة المتعلق بالمضاربة غير المشروعة لتصدي الممارسات التي يفرضها المضاربون على المستهلك والمجتمع بحيث اصبح هدفهم الاسمى هو إخلال الاستقرار المتعلق بالأسعار والمساس بالقدرة الشرائية للمواطنين عامة والمستهلك البسيط خاصة بحيث يهدف القانون الى مكافحة هذه الظواهر ؛ و مبتغاه توفير الاستقرار والعدل الاقتصادي كما يتضمن هذا الاخير عقوبات وجزاءات صارمة لمرتكبي الجرائم المالية ويتضمن أيضا سياسات وقائية وعلاجية عن طريق تضافر الجهود من الجهات المركزية و المحلية من جهة والجهات المختصة من جهة اخرى.	en_US
