dc.description.abstract	تمارس السلطة الرئاسية في الوظيفة العمومية من خلال مجموعة الصلاحيات والإختصاصات التي يقرها القانون، وبالنظر لما تتميز به فكرة السلطة الرئاسية من خصائص تؤكد أهميتها، كرابطة قانونية وضابط تنظيمي داخل المرافق والأجهزة الإدارية، أين تبرز كقوة تنظيمية مشروعة تتقيد بالحدود المقررة في القوانين والتنظيمات، وتمارس في حدود معينة من قبل الرؤساء الإداريين، حيث تبرز نجاعة الفكرة في تسيير وتنظيم الإدارة العمومية وفقا لمتطلبات الوظيفة الإدارية وحسن أداء المرافق العامة لوظائفها المنوطة بها تحقيقا للصالح العام.	en_US
