Description: | The Algerian Parliament is a constitutional institution that undertakes sovereign tasks represented in preparing the law, voting on it, and monitoring the executive apparatus. States work to improve parliamentary representation and promote legislative work to create a balance between the two legislative and executive powers. The Algerian constitutional system defined parliamentary dualism within the provisions of the 1996 Constitution, and under it, the National Assembly was established as a second chamber, In addition to the National People's Assembly, the first chamber, and as a result of the difference between the two chambers, the method of forming the human composition of the National Assembly and its powers differed from the National People's Assembly, but there is a diversity in the two methods of membership between election at the level of the first chamber and the method of mixing the two methods of election and appointment at the level of the second chamber. The importance of the electoral system within the state lies in the fact that the formulation of its rules is what determines the game through which democracy is practiced, positively or negatively, because through it votes are translated into seats within Parliament, which has sovereignty in the legislative process, and therefore many frameworks for electoral systems must be determined by constitutional texts, which It increases the difficulty in amending it because the amendment greatly affects the rules governing electoral processes, This matter leads us to not achieving legal security, or, to put it mildly, achieving electoral security. The issue of selecting the electoral system and its governance is one of the most important decisions for any democratic system. In most cases, choosing a specific electoral system has implications for the future of political life in the country in which it is implemented, There are factors that determine the acceptance of an electoral system over other systems, and help in the success of that system, as the quality of any electoral administration is measured according to two basic indicators: institutional efficiency, independence, and good representation. |
