| Résumé: | تتشكل اغلب الأنظمة البيئية الطبيعية من الغطاء النباتي الذي يميز كل نظام بيئي عن الآخر، للغطاء النباتي دورا أساسيا ومحوريا في الحفاظ على التنوع البيولوجي وتحقيق التوازن البيئي لأوساط الطبيعية، دفع النمو الاقتصادي، الترفيه، الاستجمام، هذا من خلال الوظائف التي يقوم بها سواء البيئية، الاقتصادية والاجتماعية، ونتيجة لمتدهور المتزايد والمقلق للغطاء النباتي على مستوى جميع الأنظمة البيئية جراء عوامل طبيعية وبشرية نتج عن هذا التدهور بروز تحديات بيئية أخرى ولمواجهة هذه التحديات يستلزم إعادة تأهيل وتثمين الغطاء النباتي وتثمين الغطاء النباتي وتنميته، من خلال توفير اطار قانوني ومؤسسي عمى الصعيد الدولي والإقليمي والوطني، يمر عبر إرساء قواعد قانونية فعالة وناجعة ومنسجمة تستجيب لمتطلبات القانون الدولي البيئي ومقتضيات الامن البيئي والتنمية المستدامة. |
| Description: | Most Naturel écosystèmes consiste of the plant which distinguish each écosystème from another , For plant cover a principle and pivotal role in preserving biodiversity and to realize the ecological balance to the natural mediums and to drive the economical growth , entertainment and recreation and this through the functions that it makes whether ecological , economical or social. As a result to the increasing and bothering drop of the planet cover on the level of all ecological systems because of natural and human factors, the drop results in the occurrence of other ecological challenges. Facing these challenges requires rehabilitation, valuing the plant cover and developing it through provinding legal and institutional frame on the internationl , regional and national level , it passe through establishing effective, successful and harmonic legal base, responds to the international ecological law, the environmental security and sustainable development. |
