| Résumé: | تُعالج هذه المذكرة العلاقة التفاعلية بين التخطيط العمراني المحلي والتنمية المستدامة في الجزائر، مع التركيز على أهمية دمج البعد البيئي في عملية التخطيط العمراني كما تهدف هذه الدراسة إلى استكشاف العلاقة بين التخطيط العمراني المحلي و التنمية المستدامة في الجزائر، و التحديد الدقيق للإشكاليات و التحديات الرئيسية التي تواجه تطبيق مبادئ التخطيط العمراني المستدام في البلاد، تم الإعتماد هذه الدراسة على منهجية بحثية متكاملة تجمع بين المناهج النظرية و التحليلية و الميدانية، و ذلك من خلال تحليل الإطار النظري و التشريعي المتعلق بالتخطيط العمراني المستدام في الجزائر، مع التركيز على واقع التخطيط العمراني المحلي و انعكاساته على التنمية المستدامة. أسفرت هذه الدراسة عن مجموعة من النتائج المهمة، من بينها تحديد العديد من العقبات التي تواجه تطبيق مبادئ التخطيط العمراني المستدام في الجزائر، مثل ضعف المؤسسات و غياب الوضوح في دور السلطات المختلفة، و نقص الت مويل و ضعف الوعي البيئي، و نقص المشاركة المجتمعية، كما توصلت الدراسة للنتائج التالية : - أهمية أدوات التخطيط العمراني المحلي مثل المخطط التوجيهي للتهيئة و التعمير و مخطط شغل الأراضي في تنظيم استخدام الأراضي و ضبط النمو العمراني و حماية البيئة، مع التأكيد على ضرورة تطوير الجهود لتحقيق التكامل بين الأهداف العمرانية و حماية البيئة. |
| Description: | This dissertation investigates the interactive relationship between local urban planning and sustainable development in Algeria, focusing on the crucial role of integrating the environmental dimension in the urban planning process. The study aims to explore the link between local urban planning and sustainable development in Algeria, identifying specific issues and challenges encountered in implementing the principles of sustainable urban planning in the countryThe research employed a comprehensive research methodology that combines theoretical, analytical, and field-based approaches. This involved analyzing the theoretical and legal frameworks related to sustainable urban planning in Algeria, with a specific emphasis on the realities of local urban planning and its implications for sustainable development. This study yielded several important findings, including the identification of numerous obstacles hindering the application of sustainable urban planning principles in Algeria. These obstacles include weak institutions, a lack of clarity regarding the roles of different authorities, inadequate funding, limited environmental awareness, and insufficient community participation. Additionally, the study found the following: - The importance of local urban planning tools, such as the master plan for urban development (PDAU) and the land use plan (POS), in organizing land use, controlling urban growth, and protecting the environment. The study emphasizes the need to enhance efforts to ensure the integration of urban planning goals and environmental protection. |
