dc.description	Extenuating and exempting legal excuses are cases that reduce the penalty to the minimum prescribed for it, or completely exempt from the penalty. They are not subject to the judge’s discretion, unlike extenuating judicial circumstances. Therefore, excuses affect the original penalties without the supplementary penalties, and this does not prevent them from being punished. Security measures are taken, and the excuses have a personal nature and benefit the perpetrator. Otherwise, a comprehensive amnesty is issued collectively.	en_US
dc.description.abstract	تعد الأعذار القانونية المخففة والمعفية حالات من شأنها تخفيض العقوبة إلى الحد الأدنى المقرر لها، أو الإعفاء كليا من العقوبة، وهي لا تخضع إلى السلطة التقديرية للقاضي، على عكس الظروف القضائية المخففة، وبالتالي فإن الأعذار تؤثر في العقوبات الأصلية دون العقوبات التكميلية وهذا لا يمنع من اتخاذ تدابير الأمن، وللأعذار طابع شخصي يستفيد منها الشخص الجاني، بخلاف ذلك يصدر العفو الشامل جماعيا	en_US
