Abstract: ,This dissertation aims to evaluate the English language proficiency of master 1 students at Ibn Khaldoun University setting and the head attitudes toward mastering the English language. In an attempt to contribute to the previous research done in this field, this dissertation draws on an empirical investigation, using mixed methods both qualitative and quantitative. Data collection was done using a learner‟s questionnaire and an interview with the head of department, the questionnaire shows that most of the participants confirm that they are proficient in using English language in the university environment. However, they face some challenges such as poor English language proficiency which might reflect the true picture of the educational system, they proposed some suggestions that help them to develop their language. On the other hand, the interview with the head of department shows that students use English language in university environment, but when they communicate with him, they make some errors because of their language level, which is described weak and less than the average. This phenomenon is due to the lack In Algeria, English is taught in various educational institutions. However, even though English is taught at every level, from middle school to university, its use has been disappointing of efforts, so he proposed solutions to raise the level of English such as Practice which is an essential ingredient for success, and reading which is so important for students to perform better in English.
