| Résumé: | تعد المواطنة الرقمية من الموضوعات التي باتت تشغل اهتمام المفكرين من اجل تحليل ابعادها وطبيعتها المحورية التي تدور في فلك تكنولوجيا المعلومات الحاصلة عن طريق الثورة الرقمية التي أحدثت قفزة في مفاهيم المواطنة، العامل الاساسي في عملية تطور المجتمع واستقراره، وفي ظل انتشار التكنولوجيا وتطور الاتصالات تحول الفرد في ظل هذه الثورة الرقمية من شكل المواطن العادي إلى شكل المواطن الرقمي، وكان لهذا التطور آثار ايجابية وسلبية على الفرد بصورة خاصة وعلى المجتمع بصورة عامة، وقد غير العالم الرقمي من طرق عملنا وتعاملنا في حياتنا اليومية، فلم نعد نعيش ونعمل في عالمنا الطبيعي بل تجاوزنا نحو عالم افتراضي رقمي بعيد عن الحواجز الزمانية والمكانية . ويتضح لنا ان الجزائر في محاولة الى مواكبة هذا التطور والتحول الرقمي الذي يتيح للجميع المعرفة والخدمات بأقل جهد، وقت، وتكلفة ممكنة، والسعي الى عصرنة وتطوير المرافق، باجتهاد المشرع الجزائري في وضع قوانين تمكن وتنظم تبني هذا النظام. |
| Description: | Digital citizenship is one of the topics that have become of concern to thinkers in order to analyze its dimensions and its pivotal nature that revolves around information technology that occurred through the digital revolution, which made a leap in the concepts of citizenship, the main factor in the process of development and stability of society, and in light of the spread of technology and the development of communications, the individual has shifted in light of this digital revolution from the form of the ordinary citizen to the form of the digital citizen, and this development had positive and negative effects on the individual in particular and on society in general, The digital world has changed the way we work and deal in our daily lives, so we no longer live and work in our natural world, but have moved towards a digital virtual world away from temporal and spatial barriers. It is clear to us that Algeria is trying to keep pace with this development and digital transformation that provides everyone with knowledge and services with the least possible effort, time, and cost, and to seek to modernize and develop facilities, with the diligence of the Algerian legislator in developing laws that enable and regulate the adoption of this system |
