dc.description	This study aimed to highlight the local financial reform of the regional communities and its impact on financing development, as it was applied to the municipality of Tiaret, and to achieve the objectives of this study and answer the main problem, we relied on the descriptive analytical approach. We also presented the local financial situation of the municipality of Tiaret and explained how to manage it . And based on the results of the study, we presented a set of suggestions , including that the optimal use of public interests and facilities must be made, and the application of strict control over the management of local finances.	en_US
dc.description.abstract	هدفت هذه الدراسة إلى إبراز إصلاح المالية المحلية للجماعات الإقليمية وأثرها على تمويل التنمية كما تم تطبيقها على بلدية تيارت ولتحقيق اهداف الدراسة والاجابة عن الإشكالية الرئيسية إعتمدنا على المنهج الوصفي التحليلي. كما قدمنا الوضعية المالية المحلية لبلدية تيارت وشخصنا كيفية تسييرها . وبناءا على النتائج الدراسية قدمنا مجموعة من الاقتراحات منها: أنه يجب الاستغلال الأمثل للمصالح والمرافق العمومية. وتطبيق الرقابة الصارمة في تسيير المالية المحلية	en_US
