| Résumé: | يعتبر الفساد أحد أهم الظواهر الخطيرة، التي تهدد الدول و المجتمعات سواء كانت متقدمة أو متخلفة، ولكن بدرجات متفاوتة، حيث ترتفع نسبته في المجتمعات النامية ذات الإقتصاد الريعي، لتوفر فرص الربح السريع و ضعف نظم الرقابة و المساءلة، و غياب الشفافية و الإفصاح عن المعلومات . و الجزائر كغيرها من العديد من الدول تعرف إنتشاراً و إستفحالاً واسعاً لهذه الآفة في جميع المجالات و القطاعات، مما أثر سلباً على تحقيق التنمية المحلية، فبالرغم من تشريعها للعديد من القوانين و توفيرها للعديد من الآليات و المؤسسات لمكافحة هذه الظاهرة و الحد منها، إلا أنها فشلت في تحقيق ذلك، و يرجع ذلك أساساً لعدم توفير الظروف الملائمة لمؤسسات و أجهزة مكافحة الفساد و عدم منحها الصلاحيات الكاملة و التمويل اللازم من أجل تمكينها من أداء عملها بكل حرية و إستقلالية، بالإضافة إلى عدم توفر الإرادة السياسية القوية و الجادة لمكافحة الظاهرة و النهوض بالتنمية المحلية |
| Description: | Corruption is one of the most serious phenomena which threatens countries and communities in varying degrees whether the are developed or not. It increases in developing communities with an oil-based economy because of the quick profit opportunities, inspection and accountability systems failure, and lack of transparency and declarations. Like many other countries, this phenomenon is widely spreading in all areas and sectors in Algeria. It, therefore, negatively affects the achievement of sustainable and full development. In spite the fact that Algeria has enacted a lot of legislation and established many mechanisms and institutions to combat and curb this phenomenon, it failed, basically due to the lack of good conditions for anti-corruption institutions and systems caused by not granting them authority and the necessary funding so that they can work freely and independently, not to mention the absence of the strong political goodwill to tackle this phenomenon and promote local development. |
