| Résumé: | هدفت الدراسة الحالية إلى الكشف عن دور المجالس البلدية في إدارة المجال الحضري ببلديتين متجاورتين بدائرة خميستي بولاية تيسمسيلت هما المجلس الشعبي البلدي لبلدية خميستي والمجلس الشعبي البلدي لبلدية لعيون، وتمثلت أهميتها البالغة في إدارة المجال الحضري والاهتمام به، وكان الكشف عن هذا الدور بالوقوف على واقع هذه المجالس وحالها، واعتمدنا في دراستنا على المنهج الوصفي، كما اعتمدنا على أدوات في دراستنا على الاستمارة والمقابلة والملاحظة المباشرة، وتمثلت إشكالية الدراسة في: هل يمكن أن نعتبر أيضا أن ضعف إشراك المواطنين في هذه المجالس يؤثر على إدارة المجال الحضري بهاتين المدينتين والعناية بهما؟ أم أنه هناك أسباب أخرى. وكانت فرضيات دراستنا كالتالي: 1 الصراعات الداخلية بين أعضاء المجلس الشعبي البلدي تؤثر على إدارة المجال الحضري والاهتمام به. 2 نقص الموارد المالية بالمجالس الشعبية البلدية يؤثر على إدارة المجال الحضري والاهتمام به. 3 ضعف إشراك المجالس الشعبية البلدية المواطنين يؤثر على إدارة المجال الحضري والعناية به. وتوصلت الدراسة إلى مجموعة من النتائج أهمها: - هناك صراعات داخلية بين أعضاء المجلس الشعبي البلدي بنسبة 65.% - أسباب الصراعات بين أعضاء المجلس ( انتمائية- قرابية- جهوية- ذهنية- قيمية). - وجود صراعات خفية بين أعضاء المجلس الشعبي البلدي بنسبة 45% - يتم النظر في الصراعات الموجودة بين أعضاء المجلس الشعبي البلدي وذلك 57,5% - كلا البلديتين يتحصلان على التغطية المالية من طرف الولاية بنسبة 60% - هناك تمويل من طرف الولاية لتغطية كافة المرافق الاجتماعية بنسبة 85% - هناك إتقان نسبي ومهارة متوسطة يكتسبها أعضاء المجلس الشعبي البلدي في إدارة المجال الحضري بنسبة 45% |
| Description: | The current study aimed at revealing the role of municipal councils in managing the urban space in two neighboring municipalities in the district of Khemisti in the state of Tissemsilt. The councils and their condition, and we relied in our study on the descriptive approach, as we relied on tools in our study on the interview, questionnaire and direct observation. Or is there other reasons. The hypotheses of our study were as follows: 1- The internal conflicts between the members of the Municipal People's Assembly affect the management of the urban area and the interest in it. 2-The lack of financial resources in the municipal people's councils affects the anagement of the urban area and the interest in it. 3-The weak involvement of the municipal people's councils affects the management and care of the urban area. The study reached a set of results, the most important of which are: -There are internal conflicts among the members of the Municipal People's Assembly, at a rate of 65%. -Causes of conflicts between members of the Council (affiliation - kinship - regional - mental - values.(-The presence of hidden conflicts between the members of the Municipal People's Assembly by 45% -Conflicts between members of the Municipal People's Assembly are considered, at 57.5% -Both municipalities obtain financial coverage from the state by 60%. There is funding from the state to cover all social facilities by 85%. -There is a relative proficiency and average skill acquired by the members of the Municipal People's Assembly in managing the urban area by 45%. |
