dc.description	The issues of possession and proliferation of mass destruction weapons have become the focus of global attention since their emergence during the post-World War II, in their particularity in comparison to the present security issues at all geopolitical levels. Hence, discussing the subject of their use or proliferation differ from debating the international policy in defense of democracy and / or of human rights. The continuous expansion in the number of countries acquiring the skills and capabilities to possess and develop this type of weapons - especially nuclear ones - has increased the possibilities of danger to international peace and security. Therefore, the issue of preventing and disarming the proliferation of the mass destruction weapons has been a major concern for many of the influential actors on the international relations scene in the so called “the second nuclear age.	en_US
dc.description.abstract	احتلت قضايا حيازة وانتشار أسلحة الدمار الشامل بؤرة الاهتمام العالمي منذ ظهورها بعد الحرب العالمية الثانية، حيث أنها لا تشبه غالبية القضايا الأمنية على جميع المستويات الجيوسياسية في الوقت الراهن، إذ أن مناقشة مسألة استخدامها أو انتشارها ليست كمناقشة السياسة الأممية في الدفاع عن الديمقراطية أو مناقشة قضايا حقوق الإنسان. إن الاتساع المستمر في أعداد الدول الحائزة على المهارات والإمكانات التي تساعدها على امتلاك وتطوير هذا النوع من الأسلحة – خاصة النووية، زاد من احتمالات الخطر المحدق بالأمن والسلم الدوليين، وتأسيسا عليه شكّلت مسألة منع انتشار أسلحة الدمار الشامل ونزعها، شاغلا رئيسيا للكثير من الفواعل المؤثرة على مسرح العلاقات الدولية في زمن سمي بالعصر النووي الثاني.	en_US
