| Résumé: | إستفحلت ظاهرة الفساد في الجزائر أكثر في السنوات الأخيرة، وأصبحت مخلفاتها وآثارها السلبية ظاهرة للعيان، رغم مصادقة الجزائر على إتفاقية الأمم المتحدة لمكافحة الفساد سنة 2004، وصدور القانون رقم 06-01 المتعلق بالوقاية من الفساد ومكافحته سنة 2006، والنصوص القانونية والتنظيمية المتعلقة بمكافحة الفساد التي جاءت بعده. ونتناول في هذه الورقة البحثية الإطار المؤسساتي لمكافحة الفساد في الجزائر، ونحاول من خلالها الإجابة على الإشكالية المتمثلة في: ما مدى فعّالية الإطار المؤسساتي لمكافحة مظاهر الفساد في الجزائر؟ ونهدف من خلالها إلى التعرف على ماهية الفساد وأنماطه وأسبابه، والتعرف على مختلف الأجهزة والهيئات الوطنية المعنية بمكافحة مظاهره، وكذا التعرف على مهامها، وتنظيمها وكيفية سيرها والضمانات المقدمة لها لتتمكن من بلوغ أهدافها. |
| Description: | The phenomenon of corruption in Algeria has become more rampant in recent years, and its remnants and negative effects have become apparent, despite Algeria’s ratification of the United Nations Convention against Corruption in 2004, and the issuance of Law No. came after him. In this research paper, we address the institutional framework for combating corruption in Algeria, and through it we try to answer the problem of: How effective is the institutional framework for combating manifestations of corruption in Algeria? Through it, we aim to identify the nature, types and causes of corruption, and to identify the various national bodies and bodies concerned with combating its manifestations, as well as to identify their tasks, organization, how they operate, and the guarantees provided to them to be able to achieve their goals.
