dc.description.abstract	لقد سمحت حماية حقوق الأفراد خاصة، وحماية حقوق الإنسان عامة، بتجاوز المفهوم الأولي لما عُرف بمصطلح "حق اللجوء"، لتؤكد في مرحلة لاحقة على "الحق في اللجوء"، وهو حق شخصي نجد أصوله في الفقرة الأولى من المادة 14 من الإعلان العالمي لحقوق الإنسان لعام 1948 والتي تنص على ما يلي: "1-لكل فرد حق التماس ملجأ في بلدان أخرى والتمتع به خلاصا من الاضطهاد. ومما لا شك فيه أن يلتقي القانون الدولي الإنساني وقانون اللاجئين بشكل طبيعي في خدمة اللاجئين أثناء النزاعات مسلحة، ففي تلك الحالة يكون أولئك الأشخاص لاجئين وضحايا نزاع في نفس الوقت، ومنطقيا ينبغي أن يكونوا تحت الحماية المزدوجة لقانون اللاجئين والقانون الإنساني اللذين ينبغي أن يطبقا في نفس الوقت.	en_US
