dc.description	Statistics showed manifestly that the rates of recidivism have increased, and this is due to the inability of the condemnation that deprives the convicts from their freedom to reform them. The lack of organized and appropriate environment that enhances the person who was convicted to feel responsible towards society; the overcrowded penal institutions, with the development of criminal methods became a school to learn to deviation and to master different methods aimed at evading responsibility. This is due to the absence of an atmosphere of freedom in prisons, this why the sentence for public benefit appeared, as one of the options of the contemporary penal policy to keep the essence of the punishment and preserve the convict from sinking into the world of crime.	en_US
dc.description.abstract	اتضح من خلال الإحصاءات ارتفاع نسب العود إلى الإجرام، ومرد ذلك إلى عجز العقوبات السالبة للحرية عن إصلاح المحكوم عليهم، في ظل بيئة منظمة ومناسبة، تشعر الشخص الذي تم إدانته بالمسؤولية اتجاه المجتمع، فالمؤسسات العقابية مع تطور أساليب الإجرام واكتظاظها، أصبحت مدرسة لتلقين مختلف فنون الانحراف، واحتراف مختلف الأساليب التي تهدف إلى التهرب من المسؤولية، ومرد ذلك إلى غياب جو الحرية داخل السجون، لذلك ظهرت عقوبة العمل للنفع العام، كأحد خيارات السياسة العقابية المعاصرة، لعدم إفراغ العقوبة من محتواها، وضمان عدم توطيد علاقة المحكوم عليه مع عالم الجريمة	en_US
