| Abstract: | تأتي أهمية السكن في كونه احد أهم العوامل المؤثرة في المستوى المعيشي الذي هو حق مشروع لكل مواطن وضرورة أساسية لأمنه واستقرار كل أسرة، وهو ما ينعكس بالإيجاب علي النظام العام للدولة، وعلى هذا الأساس فان الدولة الجزائرية تسعى لضمان وتهيئة الشروط السياسية والاقتصادية وترقية المجتمع وظروف حياة أفراده اتجاه أزمة السكن في الجزائر، وفي ضوء ذلك شرعت الجزائر في إصلاحات السياسة السكنية، وهذا بخلق عدة صيغ سكنية ذات طابع اجتماعي تمس الفئات المحرومة والمتوسطة الدخل، وكذا تشجيع نشاط الترقية العقارية والعمل علي دعم التوازن بين الترقية العقارية العمومية والخاصة كحل يدعم مساعي الجمهورية للقضاء علي أزمة السكن بالجزائر. |
| Description: | The importance of housing is one of the most important factors affecting the standard of living, which is a legitimate right of every citizen and a basic necessity for its security and the stability of each family, which is reflected positively on the public order of the state, and on this basis, the Algerian state seeks to ensure and create political and economic conditions and the promotion of society and conditions In the light of this, Algeria has embarked on the reforms of housing policy, by creating several social forms of housing affecting the disadvantaged and middle-income groups, as well as encouraging the real estate promotion activity and working to support the balance between real estate promotion in general. And its own solution supports the efforts of the Republic to eliminate the housing crisis in Algeria. |
