| dc.description | This study seeks to examine and follow the negotiation path of the Algerian Sahara issue, within the Evian agreements between the Algerian negotiator and his French counterpart. The study also questions the subtleties of the strategies adopted by the French government to isolate the Sahara, keep it away from the subject of negotiation, and marginalize it, as well as the geopolitical and economic dimensions of these theses. With the follow-up of the restrictions and the waiting list after each round of negotiation, how the Sahara has become a prerequisite for accepting the total independence of Algeria. This study proved that the re-containment of the Sahara and the annexation of the homeland, and not to comply with the slogan of colonialism "Sahara French", required great sacrifices, the determinants of which differed between military, political, economic and cultural. The post-independence political elite was able to interact with the inputs of the international environment, from domestic, regional and international pressures, and the black box produced outputs that were welcomed by some parties and harsh criticism from opposition parties. | en_US |
| dc.description.abstract | تروم هذه الدراسة؛ تَتَبُع وفحص المسار التفاوضي لقضية الصحراء الجزائرية، ضمن اتفاقيات ايفيان بين المفاوض الجزائري، ونظيره الفرنسي. كما تتساءل الدراسة عن خفايا الاستراتيجيات المتَّبعّةِ من قِبَلِ الطرف الفرنسي، لعزل الصحراء وابعادها عن القضية التفاوضية والعمل على تهميشها، إلى جانب الأبعاد الجيو-سياسية والاقتصادية لهذه الأطروحات. مع رَصْدٍّ للإكراهات وقائمة الانتظارات بعد كل جولة تفاوضية، وكيف غَدَت الصحراء شرطًا أساسيًا للقبول باستقلال الجزائر التام. وأثبتت هذه الدراسة؛ أن إعادة احتواء الصحراء وضمِّها إلى الوطن، وعدم الانصياع وراء شعار الاستعمار "الصحراء فرنسية"، تطلَّب تضحيات جِّسام، اختلفت المحدِّدات فيها بين عسكرية وسياسية واقتصادية وثقافية، وأن النخبة السياسية الحاكمة في فترة ما بعد الاستقلال استطاعت أن تتفاعل مع مدخلات البيئة الدولية؛ من ضُّغوطَات محلِّية، إقليمية ودولية، وأصّْدَرَتْ العلبة السوداء مخرجات لقيت ترحيبًا من بعض الأطراف، وانتقادات لاذعة من أطراف معارضة. | en_US |
