dc.description	After the emergence of the new Corona virus in Wuhan, Hubei Province in December 2019, which the World Health Organization gave the scientific name ((covid19) as a pandemic on 11/03/2020, the first case appeared in Algeria on 02/25/2020 for an Italian parish who entered the country on 02/17/2020. Algeria, like other countries in the world, has taken preventive measures to limit the spread of this emerging virus, in the context of preserving the public health of citizens, which is one of the objectives of administrative control. Administrative control in its broad sense is represented in those procedures and measures taken by the executive authority in particular to compel citizens to take or refrain from doing work, and this thereby limits citizens' freedoms and rights and the administrative control procedures are subject to the discretionary authority of the administration.	en_US
dc.description.abstract	بعد ظهور فيروس كورونا المستجد في مدينة ووهان بمقاطعة هوبي الصينية خلال شهر ديسمبر/ كانون الأول 2019 والذي أعطته منظمة الصحة العالمية الاسم العلمي ( (covid19كجائحة بتاريخ 11/03/2020، وكانت أول حالة ظهرت في الجزائر بتاريخ 25/02/2020 لرعية إيطالي دخل البلاد في 17/02/2020، بادرت الجزائر كغيرها من دول العالم في اتخاذ تدابير وقائية، للحد من انتشار هذا الفيروس المستجد وذلك في إطار المحافظة على الصحة العامة للمواطنين، والتي تعتبر إحدى أهداف الضبط الإداري، إن الضبط الإداري بمفهومه الواسع، يتمثل في تلك الإجراءات والتدابير التي تتخذها السلطة التنفيذية بالخصوص لإلزام المواطنين في القيام بعمل أو الامتناع عن القيام به، وهي بهذا تحد من حريات المواطنين وحقوقهم وتخضع إجراءات الضبط الإداري للسلطة التقديرية للإدارة.	en_US
