Résumé:	في ظل المتغيرات التي شهدها العالم والتي أدت إلى تحولات في العديد من المجالات الاقتصادية والاجتماعية، وظهور مفاهيم جديدة على غرار اقتصاد السوق والمناداة بإعطاء القطاع الخاص نصيبا ودورا في التنمية الشاملة والتي في مقدمتها التربية والتعليم، سعت الجزائر إلى إصلاح منظومتها التربوية من خلال القانون رقم 08_04، المتضمن القانون التوجيهي للتربية الوطنية، المعدل والمتمم، وذلك لمنح المبادرات الفردية دورها في النهوض بالتنمية البشرية وتحسين جودة التعليم، وفي الوقت ذاته تخفيف العبء على وزارة التربية الوطنية. وباعتبار أن الاستثمار في مرفق التعليم حديث نسبيا ويختلف تماما عن الاستثمار في قطاعات أخرى، فإن الدراسة كشفت أن مؤسسات التربية والتعليم الخاصة قد لقيت صعوبات خاصة في بداية مشوارها وذلك لنقص خبرتها وتجربتها، وهي اليوم _بمثل حاجة الدولة إليها_ تحتاج إلى خبرة وكفاءة القطاع العمومي لتحسين أدائها وتطوير نشاطها، ولا يتم ذلك إلا من خلال توفير مناخ قانوني واجتماعي وسياسي مناسب، وتوطيد علاقتها بمؤسسات التربية والتعليم العمومية لتبادل الخبرات والكفاءات. الكلمات المفتاحية: القطاع الخاص_ مؤسسات التربية والتعليم الخاصة_ الاستثمار في مرفق التربية والتعليم
Description:	As a result of changes in our current world that have led to changes in many economic and social areas, and the birth of new concepts such as the market economy. We are obliged to give the private sector a part of its role in global development and the national education sector in the first place, Algeria has sought to reform its education system into law No. 08-04, containing the National Education Guidance Act in order to give individual initiatives of its role in promoting human development and improving the quality of education. , and at the same time reduce the burden on the Ministry of National Education. As investment in national education is relatively new and quite different to other sectors, private schools have experienced difficulties early in their careers due to lack of expertise and experience, so they need the public sector to fill these two gaps in order to improve their performance that would not be achieved without the creation of a legal climate. , social and political and strengthening its relations with public institutions for the exchange of experiences and skills.
